If he is able to speak then he can use a mobile phone with voice commands. I recently had to update my Android phone. The later versions of Android come with Google Assistant and you can do everything with voice control or gestures.

We cannot specifically recommend a phone but can certainly provide you with some options so that your partner can see which one works well for him. With something like this, it may be a bit of trial and error to find out exactly what may suit his individual needs.
If he has a Samsung phone currently, he might also like to try switching the display to one handed mode. You can read here how to complete this. If he has an Apple iPhone, you can find out how to switch the settings here.
You might like to consider the phones below, although most of these phones are aimed at older people with vision issues, but the larger buttons may make it easier to manage with one hand.

Smaller phones so they are easier to navigate using one hand such as the mini-iPhones, Samsung Galaxy A3, or the Goggle Pixel phone. Your partner might even consider a blackberry as they have a physical keyboard which may be easier for him to use.

I bought a large format iPhone recently and was dismayed that I couldn’t hold it securely and couldn’t reach the corners of the screen - I can only use my left hand.
First, I bought a magnetic ring stand attachment that helped with the secure holding part but this article taught me about the reachabilty function and keyboard shifting option that has made it quite workable.
