After a fight with a bank , it seems disabled have no legal rights at all , being 64 I had to supply id to the bank , no drivers licence and no passport or birth certificate , then they can cancel my account after 40 years , no legal comeback as I said no photo id .

You may wish to investigate the Australia Key Pass. This is a form of identification that can be used across all states and territories in Australia. You can use this card as proof of your age and identify No Licence? Forms of Identity you can use (ideas.org.au)
You can also find more information regarding assisting customers who don’t have standard forms of identification, including people who have difficulty providing identification due to health or ageing-related reasons on the AUSTRAC site here - Assisting customers who don’t have standard forms of identification | AUSTRAC. AUSTRAC regulate certain business activities including financial sectors. You may wish to organise a meeting with your bank to discuss the options provided by AUSTRAC.

I have found that the Auspost Key Pass is not widely accepted. It has been refused by Telstra and my bank. I had to change to a Vic Roads proof of age card. It seems that cards issued by a government agency are accepted and Aust Post is NOT regarded as a government agency. My Vic Working With Children card was not accepted either. Check with your states agency for issuing driving licences and ask about a photo ID card. You can use any documents to get to the required 100 points of ID to get one.
There is a lot of info available from Services Australia about how to prove your identity. A list of primary and secondary documents is also given.
If your bank has a formal complaints process, use it. Also copntact any finacial services ombudsman in your state.
My drivers license cannot be renewed but I did get a proof of age card (with photo) which is accepted in the same way as a drivers license is. I am not sure which state you are in but if you go to the government website for your state you should find the application. In NSW it is at services.nsw.gov.au
