There would be some decent supportive shoes that are more open toe on the market and suitable. It does depend on whether your mum wears an AFO (ankle-foot orthosis) or not. You could go to a speciality shoe shop or ask the physio for suggestions. You could also ask a podiatrist for recommendations.
Clarks, Ecco or similar may have something suitable that is more open toe for the summer but supportive and has a back strap. I would check first on requirements with the physio though as specialised, supportive footwear can be expensive.

I wear Brooks shoes on my podiatrists recommendation. They are lace up shoes, very comfortable although not fashionable. In colours of beige or black. Not a large colour range. Also sneaker/trainer type shoes in varied colours , also very comfortable. Available at a local sports store. I hope your Mum finds something comfortable .Jenny
