I'm sorry to hear about your brother's strokes.
As you say, a residential aged care facility is often not the most appropriate accommodation for a young stroke survivor. Finding appropriate accommodation can be challenging though. Where is your brother living now?
Do you know if he has been assessed by the National Disability Insurance Scheme (NDIS)? An NDIS case manager would be able to work with your brother to explore the most appropriate services and supports, including accommodation options.
Depending on the amount of help that your brother needs, he may be able to stay in his current home with increased home help and personal care. Another option would be brain-injury specific housing, although these homes are likely to have strict requirements around how independent the person must be in order to live there.
