So sorry to hear about your mother’s stroke and the difficulties she is experiencing.
How long ago was the stroke? Do you know if she has been recently screened for infections or a delirium?
Confusion and changes in behaviour can result from a range of reasons, stroke is only one of them. You are right, side effects to medication can be another reason as well. I would request a GP review and discuss your concerns with them. They will be able to also review her medications and work out whether they are contributing to these changes. They may feel it is appropriate for a neurologist to review your mother as well.
If you notice a further deterioration in your mother’s cognition or behaviour, it’s important to alert the nursing home staff right away.
