Looking for suitable supports for a young stroke survivor who is struggling at school.

My son had stroke 3 years ago when he was 6. No signs, nothing, just collapsed at school. Since then he has a constant struggle at school and his learning unfortunately is not improving. School provide no support for him on the grounds that stroke is not classes as a disability and therefore there is no funding for his support. I would appreciate if anyone has been in a similar position and how they worked together with schools or what funding could be available to support kids with stroke.
